The Home Language Survey (HLS) is the first step Bradford Special School District uses to identify students who may be eligible for English Learner (EL) services. The survey is completed one time during a student’s educational career and is administered in a language and format that parents or guardians can fully understand.
To ensure accuracy, the purpose of the HLS is explained to families, and the completed survey is maintained in the student’s cumulative record. If a student transfers from another district, Bradford Special School District will make reasonable efforts to obtain the original HLS and any related English language proficiency documentation so appropriate instructional services can continue without interruption.
For new enrollees at the beginnig of school, all HLS Surveys with an answer other than English must be sent to and processed by the ESL Director within 30 days. For enrollees after the beginning of the school year, all HLS with an answer other than English must be sent to and processed by the ESL Director within 14 days.

Tennessee Homeschool Law Overview
Homeschooling is legal in the State of Tennessee and is governed by Tennessee Code Annotated § 49-6-3050. Under state law, a homeschool is defined as a school conducted or directed by a parent or legal guardian for their own child.
Families may homeschool in Tennessee through one of three options:

an independent home school,

enrollment through a church-related (umbrella) school, or
-
enrollment in an accredited online school.
Parents who operate an independent homeschool must file an annual Notice of Intent to Homeschool with their local school district, provide instruction for the equivalent of the public school year, keep attendance records, and ensure students participate in required standardized testing in grades 5, 7, and 9. The parent-teacher must hold at least a high school diploma or GED.
Curriculum choices are determined by the parent, and Tennessee law allows flexibility in instructional methods while maintaining accountability through attendance and testing requirements. When properly registered, homeschooling satisfies Tennessee’s compulsory attendance law for children ages 6 through 17.

Bradford Special School District Services, guided by TDOE and BSSD School Board Policies, provide temporary individualized instruction for students unable to attend school due to a certified physical or mental condition. Homebound services are designed for absences exceeding 10 consecutive days, these services ensure continuity of education for eligible students, including those with disabilities (IEP/504), via home or hospital instruction.
